With reference to your letter No.25716/24

of the 4th instant regarding the repatriation expenses
of former employees of the Chinese Maritime Customs,
I am directed by Mr. Secretary Ramsay MacDonald to
express his regret that he is unable either to act
in the sense auggested in the Govenor of Hongkong's
despatch or to accept the liability of this department
for such expenses. I am to suggest that, in future,
cases of this nature might be most effectively dealt
with by means of direct correspondence between His
Excellency the Governor of Hongkong and His Majesty's
Kinister at Peking who would no doubt bring such pressure
to bear on the question as is possible.
